Over the last few years, we’ve noticed a resurgence of the hydraulic impact driver. Having already reviewed the second-generation Milwaukee M18 Surge impact driver, we wanted to take a fresh look at the M12 Fuel Hydraulic Impact Driver to see how it’s holding up since its initial launch.

How It Works

The Milwaukee M12 Fuel Surge impact driver uses a hydraulic powertrain instead of a hammer and anvil impact mechanism. Technically, we call this oil impulse technology, and the tools deliver much less noise and vibration than traditional impact drivers.

The pulse action maintains peak torque longer than standard impact drivers due to a longer strike duration. The impact (or in this case, pulse) rate is slower than a standard impact drive and tends to have less torque.

Think of it like the difference between pushing and punching. A physical act of pushing an object has longer contact than a punch, and it doesn’t have as much peak force. However, it’s still more effective than simply leaning into the object.

As you can see, the Surge’s performance levels are well under that of its traditional counterpart and the newer M18 Fuel version.

You can certainly tell the difference in driving speed compared to other impact drivers. It’s a function of the speed, impact rate, and torque. They’re all lower with the M12 Fuel Surge, so we expect slower driving speeds.

Even against the updated M18 Fuel Surge, there’s now a much bigger difference in productivity. That’s actually a big change considering the M12 Fuel Surge beat out the first-generation M18 Fuel in some of our previous tests.

But there’s something you shouldn’t overlook: control. The lower force and less violent pulse help prevent shearing off screw heads and damaging material better than traditional impacts.

Plus, the lower vibration and lighter weight are less fatiguing over long days and can be a bit of a relief if you struggle with arthritis (hey, some of us are getting old).

In terms of applications, the M12 Fuel Surge works well for driving small- to medium-diameter fasteners. It can work well for self-tapping screws, automotive interiors, general handyman/facility maintenance work, and much, much more.

Noise

We tested the noise level in a common interior scenario. Interior is a different animal that exterior fastening. The walls and ceiling bounce some of the sound around, so it can be more disruptive that working outside where the sound more easily escapes into the air.

At 87 decibels, the Milwaukee M12 Fuel Surge is 7–13 decibels quieter than other 12V impact drivers we’ve tested. That may not seem like a huge difference, but it actually is.

Splitting the difference in that range, the Surge sounds half as loud as a regular 12V impact driver. And when it comes to sound pressure level, it’s actually 10X softer.

Should You Buy It?

The Milwaukee M12 Fuel Surge excels when you need noise reduction, vibration reduction, control, or any combination of the three. Its lightweight, compact design is great when you have to work in tight spaces and overhead. The big thing to keep in mind is that it’s primarily for fasteners on the smaller side.

However, with the second-generation M18 Fuel Surge now on the market, it’s the better option if you’re looking for the highest performance in a hydraulic driver.
